Puerto Princesa City, Sept. 25, 2012 – Infrastructure Projects that require Environmental Compliance Certificates are mandated to secure it first before the construction of any infrastructure projects.

The Environmental Compliance Certificate being issued by the Palawan Council for Sustainable Development (PCSD) will become mandatory requirement before the granting of the building permits.

This is embodied in the proposed ordinance sponsored by Councilor Gregorio Q. Austria who chirs the committee on environmental protection and natural of the Sangguniang Panlunsod.

Nowadays, Austria said that there were projects which are constructed without ECC which is not in accordance to the normal process. All of the mitigating measures are incorporated in the ECC to ensure safety of the workers including the neighboring areas.

He had notice that there are projects that were built in the residential areas wherein even at night the contractors keep on working without considering the welfare of the affected nearby residents.

“Ang nangyayari kasi, kapag naisyuhan na ng building permit, ay maaari na silang magpagawa ng mga infrastructure. Pagka natapos na saka pa lamang kukuha ng ECC kung saan doon nakalagay ang mga safety measures na dapat nilang iobserved,” Austria added.

Considering of its broad concern, the committee will conduct another public consultation to get the sentiments of the concern agencies in order to come up a laudable legislative measure beneficial for both parties. (Cheryl A. Galili – The Palawan Times)
