We are committed to adopt a quality system of hiring and promotion; establish a continuing program for career and personnel development; design an award system to recognize and reward employees for their outstanding acts and services for public interest; and implement effectively Civil Service laws and rules and City Government’s policies and issuances.



  1. Assist and advise the City Mayor in the development, formulation and execution of policies, rules and regulations in all areas of personnel management in accordance with the Civil Service law and rules;
  2. Implement comprehensive and balanced personnel development programs designed to raise the level of efficiency, effectiveness and morale of the personnel;
  3. Implement the position classification and compensation system (as prescribed by the Department of Budget and Management) and other necessary employee welfare programs;
  4. Create an atmosphere conducive to good supervisor-employee relations and improvement of employee’s welfare and morale and recognizes the employee’s right to self-organization;
  5. Create and develop system of continuous employee’s education and training to enhance their knowledge and skills for progressive work-life and foster client-job satisfaction, which leads to the development of the career path of each employee; and
  6. Liaise with the Civil Service Commission on personnel-related matters.



HRMO aims to achieve the following objectives, relative to its Vision and Mission:

  1. To develop and implement human resource training and development programs;
  2. To enhance criteria in the selection of applicant in accordance with CS guidelines;
  3. To establish and maintain Human Resource Management Information System (HRMIS);
  4. To develop and implement performance standards evaluation systems and employee recognition programs;
  5. To establish and administer a continuing employee suggestions and incentives and awards systems for the improvement of employee’s performance and productivity;
  6. To ensure that CS and CGPP laws, rules, policies, regulations, memoranda and issuances are implemented.
