MAYOR LUCILO R. BAYRON
He joined the Provincial Government of Palawan under the Governors Office as Clerical Aide, and left eight (8) years after as its youngest ever Provincial Planning Officer, at age 32, to become a successful entrepreneur. Because his sterling records as City Administrator, the most notable of which are the Oplan Linis Program which was his brainchild, and the Feast of the Forest which he was its prime-mover, he won in the 2001 elections as Puerto Princesa Vice-Mayor, but assumed office only on 22 July 2003. He was re-elected to that office in the 2004, 2007 and 2010 elections, becoming the longest-serving Vice Mayor of the City.

Under the leadership of Lucilo R. Bayron, the City Government of Puerto Princesa continues to implement responsive and people-centered programs designed to reach every barangay, especially those in geographically isolated and disadvantaged areas.
Bringing Government Closer to the People
Championing accessible governance, Mayor Bayron led the establishment of four Mini City Halls and enhanced satellite clinics in key strategic areas in the city. Through Ugnayan sa Barangay, he brings government services and direct dialogue with constituents to the grassroots level.
UGNAYAN SA BARANGAY PROGRAM
Under the leadership of Lucilo R. Bayron, the City Government of Puerto Princesa strengthens grassroots governance through the Ugnayan sa Barangay Program, a meaningful initiative that brings government services directly to remote and underserved barangays.
Through this program, families receive 8 kilos of rice, while residents also gain access to a wide range of services from various city government offices, including the City Assessor’s Office, City Engineer’s Office, City Agriculture Office, City Building Official’s Office, City Veterinarian’s Office, City Social Welfare and Development Office, City Civil Registrar’s Office, and City Health Office. The program is further supported by partner agencies such as the City PNP, Philippine Navy, Philippine Marines, and other national government agencies.
Ugnayan sa Barangay also serves as a venue for the distribution of ₱3,000 quarterly assistance for beneficiaries of the Senior Citizen Assistance Program, Persons with Disability (PWD) Assistance Program, Solo Parent Assistance Program, and Barangay Tanod Assistance Program.
Through this initiative, the City aims to deliver essential services, expand social assistance, and strengthen government presence in communities across Puerto Princesa.
MINI CITY HALL PROGRAM
Under the leadership of Mayor Lucilo R. Bayron, the City Government of Puerto Princesa is improving public service accessibility through the Mini City Hall Program.
Strategically established in the northeast, northwest, southeast, and southwest areas of Puerto Princesa, Mini City Halls bring essential government services closer to residents in far-flung barangays, reducing the need for long-distance travel to the city proper.
Through this initiative, the City aims to deliver government services more efficiently, improve accessibility, and ensure that communities in remote areas receive responsive and convenient public service.
Social Services
Mayor Bayron institutionalized the Caring Program (Mapagkalingang Programa), providing cash assistance to students, senior citizens, persons with disability (PWDs), barangay tanods, educators & non-teaching staff, uniformed personnel, and other key sectors.
STUDENT ASSISTANCE PROGRAM
Under the leadership of Mayor Lucilo R. Bayron, the City Government of Puerto Princesa continues to prioritize education and support young Puerto Princesans in their academic journey through the Student Assistance Program.
The program provides financial assistance to students from urban and rural public elementary schools, as well as public high schools, helping ease educational expenses and support families in securing better opportunities for their children.
The Student Assistance Program provides financial aid to elementary students at ₱100 monthly (₱300/quarter) and high school students at ₱200 monthly (₱600/quarter), easing educational expenses and improving access to schooling.
For the June to December 2025 cycle alone, the program benefitted 46,292 student-beneficiaries, reflecting the City’s sustained investment in accessible and inclusive education.
Through this initiative, the City aims to empower learners, support hardworking families, and strengthen the future of Puerto Princesa by investing in the dreams and success of its youth.
SENIOR CITIZEN ASSISTANCE PROGRAM
Under the leadership of Mayor Lucilo R. Bayron, the City Government of Puerto Princesa continues to honor and support its elderly population through the Senior Citizen Assistance Program, a flagship caring initiative launched in 2013.
Through this program, qualified senior citizens receive quarterly financial assistance to help provide added support, comfort, and dignity in their daily lives.
This initiative reflects the City’s enduring commitment to recognizing the valuable contributions of senior citizens by strengthening their welfare and promoting a more secure and comfortable quality of life for Puerto Princesa’s beloved elderly community.
PERSONS WITH DISABILITY (PWD) ASSISTANCE PROGRAM

SOLO PARENT ASSISTANCE PROGRAM

Recognizing the unique challenges faced by solo parents, this initiative forms part of the City’s broader commitment to support vulnerable sectors, alongside senior citizens, students, and persons with disabilities (PWDs).
Qualified solo parents receive ₱3,000 in financial assistance per quarter to help address essential needs and ease daily living expenses.
Through this program, the City aims to provide meaningful support, promote family welfare, and strengthen the well-being of solo parents and their children.
TEACHER ALLOWANCE
The program provides public school teachers with a ₱6,000 quarterly allowance to support their personal needs. This local support initiative has been strengthened under the current administration as part of the city’s broader investment in education and human resource development, complementing national programs of the Department of Education. It helps ease financial pressures, improve well-being, and strengthen teachers’ capacity to focus on delivering quality education.
LAW ENFORCERS ALLOWANCE
The program increases allowances for police officers, fire personnel, and other law enforcement units, with the enhanced ₱6,000 quarterly support implemented under recent city budgets in the mid-2020s. Strengthened under the current administration, the initiative boosts morale and motivation, strengthens performance in the field, and reinforces the city’s commitment to maintaining peace and public safety.
HEMODIALYSIS PATIENT ASSISTANCE PROGRAM
Under the leadership of Mayor Lucilo R. Bayron, the City Government of Puerto Princesa continues to prioritize healthcare support through the Hemodialysis Patient Assistance Program, one of the City’s Caring Programs.
Institutionalized in 2022 through Ordinance No. 1133, the program provides qualified patient-beneficiaries with ₱1,000 financial assistance per hemodialysis session, helping cover half of the ₱2,000 treatment cost. Eligible patients may receive up to ₱14,000 per month, significantly easing the financial burden of life-sustaining treatment.
Implemented through the City Social Welfare and Development Office (CSWDO), this initiative aims to support patients requiring regular dialysis, extend access to essential healthcare, and improve the quality of life for Puerto Princesans facing chronic kidney disease.
Preventive Healthcare System
Under his leadership, the City Health Medical Complex was developed to strengthen preventive healthcare and expand access to essential medical services.

Tourism
Expanding beyond eco-tourism, Mayor Bayron advanced cruise, sports, and MICE tourism to boost the local economy. He also conceptualized the Balayong People’s Park as a shared green space and a distinct city attraction.
MICE TOURISM (Meetings, Incentives, Conferences, Exhibitions)
The program supports the hosting of major national and international events, aligned with the Philippines’ push to strengthen the MICE industry in the 2010s and sustained through local government initiatives, with expanded efforts under the current administration in the 2020s. Puerto Princesa has been positioned as a competitive venue for conferences and institutional gatherings, supported by improving infrastructure and coordination with national agencies. This drives business activity, boosts hotel occupancy, and encourages investments that contribute to the city’s growing reputation as a center for professional and corporate events.
CRUISE TOURISM
The program positions Puerto Princesa as a key cruise destination by welcoming international cruise ships. The city’s cruise tourism efforts significantly expanded in the 2010s and further accelerated under the current administration, with a strong resurgence by 2024 to 2025 as part of the country’s tourism recovery strategy. This generates increased income for local businesses, creates employment opportunities, and strengthens the city’s global presence as a premier tourism hub.
ECO-TOURISM
The program promotes responsible tourism while protecting Puerto Princesa’s natural resources, building on the city’s long-standing recognition as a model for environmental protection, highlighted by the Puerto Princesa Subterranean River National Park being declared a UNESCO World Heritage Site in 1999. Anchored on this strong foundation, the City Government continues to strengthen eco-tourism under the current administration through environmental protection and sustainable tourism initiatives, including the preservation of bays, forests, and coastal resources, ensuring that economic growth goes hand in hand with environmental sustainability while creating livelihood opportunities for local communities and securing the long-term viability of the city’s tourism industry.
SPORTS TOURISM
The program develops and hosts major sporting events that attract athletes and visitors. Puerto Princesa has hosted various local and national competitions over the years, with sports tourism gaining stronger momentum under the current administration in the 2020s, including motocross events and international competitions such as the ICF Dragon Boat World Championships 2024, as well as preparations for the ICF Dragon Boat Club Crew World Championships 2027. These initiatives provide opportunities for youth engagement, stimulate tourism, and promote a culture of health, discipline, and active living in the community.
Youth Development
Recognizing the role of the youth, Mayor Bayron initiated programs such as free music workshops, summer sports clinics, enhanced daycare services, improved library access with transport support, and leadership development initiatives for the youth.
BALAYONG FREE MUSIC WORKSHOP
The program offers free musical workshops to the youth, providing training in instruments such as guitar, ukulele, piano, and violin. Launched in the early 2020s, the workshop has grown into a continuing youth development initiative of the city, nurturing talent and creativity. It builds confidence, encourages artistic expression, and promotes positive and productive use of time among young residents while supporting cultural development.
STANDARD DAY CARE CENTER PROGRAM
Under the leadership of Lucilo R. Bayron, the City Government of Puerto Princesa is strengthening early childhood education through the Standard Day Care Center Program.
Recognizing that early education is a vital first step (“unang hakbang sa edukasyon”), the City has initiated the construction of standard day care centers in rural barangays to replace outdated facilities and provide young learners with a more safe, comfortable, and conducive learning environment.
Each center is designed to accommodate up to 40 children and is equipped with essential spaces, including a learning area, activity area, teacher’s area, dining area, kitchen space, washing area, and comfort room.
Through the continuous construction of these facilities across the city, the program aims to expand access to quality early childhood education and ensure that more young Puerto Princesans benefit from improved learning environments.
CITY LIBRARY EXTENSION + LIBRENG HATID
The program enhances access to educational resources by expanding the City Library’s operations from the regular Monday to Friday, 8:00 AM to 5:00 PM schedule to daily service from 8:00 AM to 10:00 PM, with free nighttime transportation for students. Introduced and strengthened under the current administration, the initiative allows learners, especially those from distant barangays, to study more conveniently and safely, promoting equal access to education and a stronger culture of learning.
Infrastructure
Mayor Bayron prioritized farm-to-market roads and climate-resilient infrastructure, improving connectivity while ensuring long-term sustainability and disaster readiness.
INFRASTRUCTURE PROJECTS (Roads, Streetlights, Street Names, Drainage)
The program continues to implement infrastructure improvements across the city, reflecting the City Government’s strong push to enhance public services and support long-term growth. In recent years, implementation has accelerated through the concreting and opening of roads, installation of streetlights, establishment of proper street identification, and improvement of drainage systems. These projects directly improve mobility, ensure safer and more accessible travel, reduce flooding in communities, and elevate the overall quality of life of residents while strengthening economic activity and supporting the city’s expanding tourism industry.
WHARF DEVELOPMENT PROGRAM
Under the leadership of Mayor Lucilo R. Bayron, the City Government of Puerto Princesa is upgrading port infrastructure in rural communities through the Wharf Development Program.
This initiative involves the conversion of wooden wharves into durable concrete structures in the barangays of Makirawa, Buenavista, and Bagong Bayan, with expansion to other rural areas in the near future. The upgraded wharves will provide safer and more reliable docking facilities for fishing and transport vessels, improving the movement of goods and people.
By strengthening these vital access points, the program aims to enhance livelihoods, boost local economic activity, and improve connectivity across Puerto Princesa’s rural barangays.
Peace and Order
To strengthen community safety, Mayor Bayron supported the establishment of police stations near Mini City Halls, ensuring faster response and a stronger security presence.
PHILIPPINE NATIONAL POLICE STATIONS
The program strengthens police presence through the establishment and improvement of police stations in strategic areas, ensuring faster emergency response, increased visibility of law enforcement, and stronger coordination with communities. The expansion and upgrading of police facilities have been progressively implemented in line with the city’s sustained peace and order agenda, particularly strengthened under the current administration to support growing population and tourism activity, with six operational stations now located in Barangay Model, Irawan, Luzviminda, Macarascas, San Rafael, and Napsan, bringing services closer to communities, improving response time, and ultimately reinforcing public safety and community confidence.
