Puerto Princesa City Mayor Lucilo R. Bayron was recognized as one of the Top-Performing, Most Trusted City Mayors in the country in the RPMD Foundation Inc.’s “Boses ng Bayan” Index of Governance (IOG) survey conducted for the first quarter of 2026.
In the results of the nationwide independent and non-commissioned survey, Mayor Bayron recorded an 81.83% Index of Governance (IOG), composed of an 81.57% trust rating and 82.10% performance rating. Because of this, he is among the recognized local chief executives in the country based on the combined public trust and governance delivery metrics.
In the qualification process, city mayors from their respective constituencies were first examined. From there, they were included in the top-performing, most trusted local chief executives in their region before being included in the National Assessment.
Based on the article, the survey was conducted in April 2026 through interviews with 5,000 registered voters in each region from different socioeconomic classes. The respondents were given an appropriate statistical weight to ensure that the results reflect the views of the citizens in each city. It has a ±1% margin of error at a 95% confidence level.
The article also explains that the survey used the following indicators for good governance: leadership, fiscal management, social services, public safety, infrastructure development, disaster response, environmental management, digitalization, transparency, and responsiveness to the needs of the citizens.

He stated that this recognition is part of the greater responsibility to maintain public trust and further improve the delivery of programs and services.
The recognition serves as an inspiration for the continued advancement of the Puerto Princesa City Government, under the leadership of Mayor Bayron, of programs focused on good governance, transparency, and service-oriented governance for the benefit of every Puerto Princesa resident.
