LOCAL ECONOMIC MANAGEMENT DIVISION
Vision
A dynamic marketing arm of the city government with ethical, dedicated and responsive staff committed to promote the city’s investment potentials towards achieving inclusive economic and business growth in partnership with the private sector.
Mission
To encourage investments by providing quality services on investment promotion and economic development.
Power and Functions
- To serve as a policy and advisory group that will guide the LGU’s policies and programs for investment promotion.
- To identify key opportunities and issues facing local business and to advocate and promote policies and practices that promote investments and create employment.
- To provide advice and guide the LGU in appropriate strategies, programs and projects to develop the local economy.
- To spearhead the implementation of the “New Puerto Princesa City Investment Code of 2010.”
- To advise the City Mayor in the issuance of Executive Orders in relation to investment and business climate in the City of Puerto Princesa.
- To perform such other duties as may be assigned by the City Mayor.

The Economic and Investment Promotion Office (EIPO) provides tax incentives to businesses and investors through City Ordinance No. 461, also known as the Puerto Princesa City Investment Code of 2010. This ordinance aims to encourage local and foreign investments by offering tax relief and other financial benefits to enterprises that contribute to the city’s economic growth. By reducing financial burdens, the ordinance helps businesses establish and expand operations within Puerto Princesa, fostering a more competitive and business-friendly environment. These incentives apply to various industries, including tourism, agriculture, manufacturing, and other key sectors that support the city’s sustainable development.
Additionally, City Ordinance No. 919, known as the “Tourism Mile”, designates a specific stretch of road along Rizal Avenue Extension to Abrea Road, extending up to the third lot of Barangay Bancao-Bancao. This ordinance promotes economic activity within the designated area by encouraging tourism-related businesses such as hotels, restaurants, and entertainment hubs. The goal is to enhance Puerto Princesa’s reputation as a prime tourist destination by providing incentives to businesses that improve infrastructure, services, and attractions within the Tourism Mile. Through these strategic initiatives, the EIPO seeks to boost investment, create job opportunities, and further drive the city’s economic progress.
