MAYOR LUCILO R. BAYRON
He joined the Provincial Government of Palawan under the Governors Office as Clerical Aide, and left eight (8) years after as its youngest ever Provincial Planning Officer, at age 32, to become a successful entrepreneur. Because his sterling records as City Administrator, the most notable of which are the Oplan Linis Program which was his brainchild, and the Feast of the Forest which he was its prime-mover, he won in the 2001 elections as Puerto Princesa Vice-Mayor, but assumed office only on 22 July 2003. He was re-elected to that office in the 2004, 2007 and 2010 elections, becoming the longest-serving Vice Mayor of the City.

Mayor Lucilo R. Bayron leads Puerto Princesa with a firm commitment to responsive and people-centered governance, anchored on the principle that public service must be felt in every community. Guided by his call of “Hindi bukas, kundi ngayon,” his leadership emphasizes urgency, efficiency, and concrete action in addressing the needs of Puerto Princesans.
At the core of his administration is bringing government services closer to the people through the establishment of Mini City Halls, strengthened police presence, and direct community engagement. This is complemented by continued investments in preventive healthcare through the City Health Medical Complex and barangay health services, anchored on his belief that “Health is wealth, and prevention is better than cure.”
His leadership also focuses on strengthening social services and infrastructure, ensuring support for frontline workers and priority sectors, while improving roads, drainage, and public facilities that enhance everyday life. At the same time, peace and order remains a priority, with increased police visibility and community-based safety efforts. As he underscores, “Peace and order is everybody’s business.”
At the same time, Mayor Bayron continues to advance tourism and youth-centered development as part of Puerto Princesa’s broader growth agenda. Through initiatives that promote cruise tourism, sports tourism, education, and youth development programs, his leadership connects economic opportunity with human development. Through years of public service, he has earned recognition as an “Action Man” for his decisive approach to governance and as a leader known for championing the welfare of senior citizens, students, persons with disabilities, and communities. It was launched in October 2003 in 3 rural high schools and in few months later, expanded it to other 9 rural high schools. The Program had benefitted 13,234 elementary pupils in 33 schools and 11,527 4th year high school students in 18 schools since 2003 until 2013.
To boost local tourism and revitalize the newly reclaimed Puerto Princesa City Baywalk in Barangay San Isidro and Bagong Pagasa, he conceptualized the “PANGALIPAY SA BAYBAY” and led its annual celebration showcasing talents in the barangay.
Being a prime mover of the PISTA Y ANG KAGUEBAN. He personally looks into the preparation of the said event. This is where the local folks together with the local & foreign guests troop the site and plant thousands of seedlings to a yearly celebration.
Launched on January 18, 2005, this program supports priority infrastructure projects by providing technical and material assistance, with barangays, schools, and communities contributing labor through “bayanihan.” By August 2012, 190 small infrastructure projects were completed.
He conceptualized the “OPLAN – LINIS PROGRAM,” which won the National Government Clean and Green Hall of Fame Award. The program, an image, confidence, and team builder, made the City a model for other LGUs and a prime destination for Lakbay-Aral by government officials.
He remains to be humble and never fails to look back to those who have worked with him in helping him shaping the development of the city. A man with a few words, — action speaks louder than words… the “ACTION MAN” lives up to his guiding slogan “HINDI BUKAS, KUNDI NGAYON.”
