OBJECTIVES

VISION

  1. Transform and empower farmers and fisher folks with values into becoming self- reliant, productive entrepreneurs with sustainable incomes and livelihood though capacity and institutional building and adoption of sustainable agricultural technologies.
  2. Address food security, rural poverty, sustainability of agriculture and fishery resources, infrastructure and post-harvest facilities.
  3. To attain a responsive, professional, skilled, technologically competent, pro-active and committed employees under an Agriculture Department with updated Salary Standardization, Management Information System and Maintained ISO Quality and Environmental Management System.

MISSION

  1. Provider of effective quality agriculture extension service, enable empowerment of farmer and fishers including rural women and youth through capacity building, ensure compliance of stakeholders/client with regulations, laws and ordinance on agriculture and fisheries.
  • Pursuant to the provisions of the Local Government Code of 1991, R.A. 7160, the City Agriculturist shall exercise the following functions:
  1. Formulate measures and provide technical assistance to the City Mayor to ensure the delivery of basic agricultural services as provided under Section 17 of the Local Government Code;
  2. Develop plans and strategies for approval by the Mayor for implementation, particularly agricultural programs and projects which the Mayor is empowered to implement and which the Sanggunian is empowered to provide for;
  3. Ensure that assistance and access to resources in the production and processing of agricultural and fisheries and marine products are extended to farm families and fisherfolks.

OBJECTIVES

  1. Promote agricultural productivity of farmers and fishers through strengthening of existing agricultural extension services through information, education campaign and other effective methods and approaches to reduce rural poverty;
  2. Conduct trainings and workshops that will build the capacities of  rural farmers and fishers  in various aspects of crop and fisheries production, conservation of resources, farm management and strengthen farmers/fisherfolk association/cooperatives; rural improvement clubs (women) and rural youth organizations such as the 4H Clubs;
  3. Prepare agricultural programs and budget in consultation with the City Budget Officer and other relevant departments and organizations;
  4. Renders report as may be required by the City Mayor;
  5. Perform such other duties as may be assigned by the City Mayor.

PROJECT AND ACCOMPLISHMENT

I. AGRICULTURAL DEVELOPMENT PROGRAM

Components:

  1. Farm Development Services (tractor and Equipment Pool) - Provision of assistance in land preparation for farmers as well as development of water resources; Plowing and Harrowing of Farm Areas
  2. City Nursery and Propagation Farms – production of planting materials such as seedlings, expansion, maintenance of scion groves and propagation farms for vermiculture including trichogramma for biocontrol
  3. Vermiculture Production and Distribution
  4. Expansion and Maintenance of Scion Groves and Seed Gardens/Propagation Farms

3. Capacity Building for Rural Based Organizations focused on rural women and farm youth  ( RICs & 4H youth)- Implementation of activities geared towards the organization of functional Rural Improvement Clubs and 4H clubs, mandated organizations by the Department of Agriculture as key organizations for rural development

  1. Organization of Rural Women as Rural Improvement Clubs (RICs) and Farm Youth as 4H Clubs
  2. Food Production for Rural Based Organizations Campaign (RICs and 4H clubs)
  3. Hands On Skills Training for Rural Based Organizations
  4. Technical Assistance to City Agricultural and FIshery Council (CAFC)

4. Enhanced Agricultural Productivity – provision of appropriate technology trainings, Good Agricultural Practices including Farmers Field School to improve and expand the production of key crops (rice, corn & vegetables) for food security including certified rice seeds, assistance in farm inputs and establishment of demo farms that promotes adoption of sustainable agricultural technologies through improved delivery of extension services

  1. Appropriate technology trainings provided
  2. Farm Inputs Assistance to increase productivity and control of pests and diseases
  3. Farm Demo Establishment showcasing appropriate agricultural technologies
  4. Expansion of Developed Agricultural Areas to diversify crops planted
  5. Organization and Capacity Building for functional Farmers Associations and/or Cooperatives

II. MANGO PULP WEEVIL CONTROL PROGRAM AND QUICK ACTION TEAM FOR BRONTISPA AND OTHER PESTS/DISEASES

  1. On – farm control for MPW and Brontispa. 
  2. MPW inspection of mango Retail/Wholesale areas
  3. Operation and maintenance of the Mango Quality Control Center
  4. Plant Pest Assessment and Control (MPW, Brontispa, Other pests)

III. INTEGRATED COASTAL RESOURCE MANAGEMENT/ FRMP AND MANAGEMENT OF FISH SANCTUARIES AND RESERVE 

Components:

  1. Resource Management Assessment and Monitoring
  2. Establishment of Mariculture /Aquaculture Techno Demo Farms
  3. Development and Maintenance of Mariculture and Information Center
  4. Tilapia Fry production Hatchery Tanks and Dispersal to Ponds
  5. Sea Cucumber Natural Hatchery /Nursery Demo
  6. Coral Nursery and Farming
  7. Livelihood Skills Training and Establishment- Conduct of livelihood skills training and provision of seed materials focused on mariculture such as sea cucumber production, polyculture in pens, seaweeds production and nursery, fish drying skills enhancement and seaweeds processing
  8. Capacity Building for Fish Sanctuary and Reserve Management – conduct of hands-on training for coral reef assessment and monitoring for community members including Sanctuary Management Board members and Planning Workshop for new FS sites
  9. Institutional Capacity Building for City Fisheries and Aquatic Resources Management Council (CFARMC), BFARMCs and Organizations of Fishers Association
  10. Relevant Information Communications and Education Materials Production and Distribution to Communities.
  11. Management of Fish Marine Sanctuary and Reserve - Protection of Fish/Marine Sanctuaries
