FOR the longest time, the department heads and elected officials of Puerto Princesa City has lived and breathed a people-focused government policy.

Yet, just this week, a city-sponsored career enhancement course made them aim on a common goal: identify and address the needs of their constituents and learn methods to achieve good results that would benefit the city in general.

“Here the local functionaries will use the data that they see in this management tool. This is for them, actually. We would like to help them achieve a high degree of excellence in local governance,” lawyer Rolando B. Calabarazon said, DILG Region IV-B director, who spearheaded the refresher course.

Calabarazon added that this engaging, hands-on refresher course and utilization conference for city leaders are packed with proven techniques and ideas that “we can take back to our office and use immediately”.

“We’ve had a policy in place, but some of the details have not been followed as close as the city wants,” Calabarazon said. “Here we are hoping that the Sangguniang Panlungsod sits with the executive (branch) to plan what to do in three years’ time so they can agree as a team and work for a better quality of life for Puerto Princesans.”

For the participants, the forum was something they have been looking forward to.

“You know if you don’t go over something, you sort of forget it,” Vice Mayor Lucilo R. Bayron said. “This is a good forum. Maganda na nag-uusap-usap para isang direksyon na lang. Malalaman din namin kung effective ang delivery of services namin dahil mare-rate namin ang aming ginawa kung nakatulong o naka-sagabal pa.”

“We wrote our own policy from that list,” City Human Resource Officer Felimon Sabas said. “We elaborated on it a bit more to make it more understandable.”

“This workshop really helped us focus on specific goals and how to achieve them. This is more on coping up with our basic problems on health,” City health officer Dr. Juancho Monserate said.
